A member of parliament at work - you cannot blame him for falling asleep during the sitting. Just in time he realizes that the voting process has begun, in the parliament in the state of Bremen in Northern Germany, even a bell calls the representatives back from the cafeteria for the voting.

The handle moves an oscillating lever and a ratchet. The lever makes the head nod sleepily. The ratchet is connected with a rod that raises the arm slowly for voting. By a weight (washer) which overcomes the power of the pawl the arm will be pulled down after the voting rapidly.
